I'm no expert, but it's not advisable to perform the surgery yourself. It's better to get experts to do it for you.

Look out for a local pet clinic probably they would have or know an arowana doctor.
The steps are:
anestethe your fish using ice or chemicals
place your fish on a wet cloth.
heat a pair of clean scissors and trim off the gills.
It'll take 4 to 5 months for recovery.
