The primary use of eballast is to reduce of heat and high-drawn current from the start. hence, (hopefully)it is an "energy-saver" in this aspect. It has it pros and cons on both camp. It is your choice and balance your both pocket..
(I have committed in E-ballast liao
so obviously, I want to save on my recurring cost
