When you are spraying, u can choose a darker color as base and a lighter one for toning.(i use to fix plastic models so i have a general idea how to paint  )
Try to tone the lighter parts really light because water will decrease the visibility.
as for tape you can use those normal tape or velcro tapes if you can find them.

i want to stress one more time i am sticking it on the external back of the tank and not inside the tank in case you didn't notice.
