She is on the road to recovery and after not eating for a month she started to eat this past week. It started with a worm then a couple worms and yesterday she ate 2 1/2 smelts. When I was doing a water change I found a pup that was born on the Dec 25th and either late evening or early hours of Dec 26th she had 2 more pups. So 3 in total and they look to be healthy.

I believe the problem was high nitrates in the tank. The tank wasn't meant to hold rays but I wanted to put her in this tank so the pups wouldn't be eaten by the males. The filtration was 2 aquaclear 110's and an FX5. I will be adding another FX6 to this tank in case I want to move other females in the future.
