Cement mix with hardener and water until desired viscosity then just paint using paint brush. Big paint brush for wider surfaces and smaller ones for gaps that the big one cant reach.

Yup. Can take up quite an amount of space depending on the design. But I think it is space well invested especially for Tangans keepers. Some fishes also utilize the rocky background and it makes them feel safe.
