i guess my standard is lower, anything that not full D even 4 rays,8 rays,16 rays, I consider plakat.
having heavy rays does not mean you get good stock to reach hmpk either.
importantly how the fish can hold spread the caudal fin using the primary rays and achieve 180 degree, number of secondary, tertiery branching is not guarantee you get good HMPK line.
so much on caudal, we should not discount the shape and proportion of dorsal, anal and ventral length to consider as HMPK.
