Think you got a picky neighbor. If he persist and not to create any disharmony, I can only think of self improvise an incline sheet or board that divert the water away. Do be careful of height safety and secure well so that it will not fall or fly off causing other hazard. Not sure if professional do this sort of thing except DIY.
