The babies have to be hatched if I'm not wrong. My 2 Lapras also came from 10km eggs. Only have one Porygon and it can evolve.
As far as I know, the old ones that can evolve are Golbat, Scyther, Porygon Onix and Chansey.
Upgrade storage is half price now at 100coins.
