for me it depends if keep in pond or glass tank.
for pond colour is important (plj drop eye all nvm as long as colour is there)
for glass tank both colour and mass is important

For me it's simple colour is the most impt if no colour how to call red, as for mass can try to build up with good water quality and feeding

Mass first. Build up its mass then when it reach size of 13above, then concentrate more on forcing it color potential out.
