On tight budget for tank.

Hi everyone.. have not done a planted tank for a long time so am very very out of touch with pricings and such but will be setting one up in school. what fish are recommended? i was thinking of zebra danios, neon tetras, black widows, dwarf neon blue rainbows, loaches/ cories and oto cats (to eat algae). what lighting system would be a good choice? tank will be a 2 or 3 footer. Thanx for all the help!! BTW, will a few bubble filters areate the tank sufficiently? am going for bubble filters as the ehimes are too ex and i dunno wad else u can use. thanx!!

oh ya... what other fish can go in besides the ones i listed? not so ex pls:P
