If the scholarship money is from Edusave or Singapore government, or local company, then of course and logically will be given to Singaporeans onli. Juz like Ngee Ann Kongsi got a scholarship that is given onli to their own dialect group.

So it all depends on who own the money from the scholarship. If it's from Mr.B himself, then of course, he decide.
