Bro
as a Malaysian hobbyst let me give you my personal opinion
Not many ppl in Malaysia have F1 to sell. there is only about two main suppliers/breeder ( Motor Soon - Under PT DRagon and Pak Andak Talib - under SDT) in Malaysia that can openly claim that they have F0 brooders and this are players that have been around no less then 30 years.

The price of F1 is pretty much standard. if someone comes to you with a F1 with only rm 500-600 then you might want to thnk twice. A standard F1 will probably cause you around rm 1.6k - 2.6k for 4-5 inch and that is the market price. Logically F1 will not come with cert due to regulation impose by CITIES. Of the two suppliers / breeder that I spoke off, one of them ( Pak Andak) does not have CITIES as I can remember. So any fish from this breeder will not have cert. The other suppler ( MOtor Soon) have CITIES and the chances are that it may potentially comes with cert and chip. but again please take note under the CITIES regulation no F1 is allowed to be on sale so even if it is to be tagged it will probably be under F2.

Another thing to take note is that the amount of F0 brooder or F0 pond is quite limited. So you might want to think twice when ppl tells you he or she has hundreds of "F1".

If the information I have provided above is wrong, I apologize for my ignorance.
