When is a good time to get Japanese Ranchus?

Aquastar has nice black Ranchus.

Samgoldfish has excellent Ranchus. But extremely pricey.

Any advice on how to tell Japanese Ranchu apart from Thai Ranchus?

How about locally bred Japanese Ranchus?

This one you must ask bro Sotong. If ranchu breed in Singapore, then it is called Singapore ranchu not Singapore breed Japanese ranchu. I think bro TVR has some local breed TVR.
