In summary...
From May 1, single parents will receive the same childcare leave extended to other parents: six days of childcare leave a year for children below the age of seven; two days for those aged between seven and 12 and six days of unpaid infant care leave a year if they have a child below the age of two.

Unwed parents to get childcare, infant care leave benefits

Single unwed parents, once left out of childcare and infant care leave will now be entitled to the same benefits as their married counterparts.

Acting Minister for Social and Family Development Chan Chun Sing announced the news on Thursday in Parliament.

Effective from May 1, single parents will receive six days of childcare leave a year for children below the age of seven, two days for those aged between seven and 12 and six days of unpaid infant care leave annually if they have a child below two years of age.

Single fathers will also enjoy paternity leave.

This comes as other MPs called for more assistance to be given to single mothers in Parliament on Wednesday, with Marine Parade MP Seah Kian Peng asking that unwed parents be treated as "mothers first and singles second".

Chan also said that his Ministry would be promoting adoption in health centres and would make sure that pregnant women who want an abortion have written consent.

Calling the decision to abort a "deeply personal issue" which should be respected, Chan said that he did not believe reducing abortions by increasing adoptions was a solution.

Pre-school care: places for 1 in 2 children

Chan also revealed that there will be enough full-day childcare places for at least one in two children by 2017, or some 20,000 more places made available over the next five years.

Currently, there are only enough places for one in three children.

This will be achieved by the building of 200 chilcare centres and kindergartens by 2018 - a target announced last year.

These new childcare spaces may be built into other facilities, as void deck spaces are fast running out, said Chan.

His Ministry will explore options such as converting condemned facilities like swimming pools and bus interchanges into childcare centres or even locating them within hawker centres.

He cited the example of a soon-to-be opened childcare centre operating from a hawker centre in Woodlands. Already, several centres in Seng Kang and Tanjong Pagar are located in carparks and there is one in Bukit Merah which was previously a swimming pool.

WOW... i'm surprised by the sensitivity of this guy, by choosing the right words. Other PAP Ministers shd learn to speak like him.

way too long overdue.

single parents are parents too, and have to take up the responsibility of TWO parents!

and it takes alot of courage for most ladies to go the tougher path!

Single parent have been pop ostracized by the government for the time, the social stigma is already huge and yet the system levied upob them with more hardship and set forth even more tribulation with no reprieve in sight? ....... why choose to penalise the children and their patents......

But this move is indeed a tiny step in the right direction, in being a more inclusive social system. A Good effort.

MSF to reduce disadvantages faced by children of unwed parents

SINGAPORE: More support will be given to unwed parents and their children to reduce the disadvantages that these children may face at birth, said Social and Family Development Minister Tan Chuan-Jin on Tuesday (Apr 12).

One way his ministry is doing so is for unwed mothers to benefit from Government-paid maternity leave, Mr Tan said, adding that the legislation needs to be amended first to make this happen for children born from early next year.

Another way is for children of unwed parents to qualify for the Child Development Account (CDA), including the S$3,000 CDA First Step grant.

"We are doing up the legislation and system enhancement for this to kick in, likely for children born from the third quarter of this year," Mr Tan said.

The Minister said these benefits are useful in the child's developmental or caregiving needs, and they support the unwed parent's efforts to provide for the child.

At the same time, the extension of these benefits to unwed parents does not undermine parenthood within marriage, which is the prevalent social norm and one which local society values. "These are the reasons behind this particular decision," he said.

Mr Tan also said MSF and National Council of Social Service (NCSS) will work with the relevant voluntary welfare organisations (VWOs) and agencies to strengthen support for families with vulnerable, low-income unwed mothers.

"This is to enable them to make better-informed decisions to improve their financial and family stability, and ultimately enhance their child’s outcomes," he said.

Please do more. Single parent or not, the children are our future. Don't disadvantage them just due to old policies.
