how's your main(black colour) placement?
wif reference to livaio pics,
it's supposed to be way below your water level
so that the white attachment appears floating of the surface
if everything is attach correctly the white attachment will spin of bop up n down slightly.

rough guide (sori no pics)
1)attach filter input to skimmer flexible tubing(while submerging ur main(black colour))
2)place main(black colour) way below water level
3)screw the black stick all the way in(from top),
if it cums out at the bottom of skimmer juz screw back a little on opposite direction
4)insert white attachment(it will float upon insertion)
5)slowly screw the stick(turn opposite direction unlike inserting)
6)white attachment will get suck in slightly as you reach a certain no of turns
7)adjust turns to appropriate position
a)when u see bubbles at filter output/hear draining sound from skimmer
means turn too much, so adjust back
b)when u see no water going in white attachment "teeth"
means haven't reach desire turns, so turn abit more

Hope the above might help u
Gd luck

i got this same problem until i push the skimmer further down into the water and the "cup" should float accordingly to water level. but before that, adjust to let more water to be sucked in from the bottom first.

Default It work BUT 50% oni

I am new to Planted Tank and encountered the same problem with surface skimmer. After reading through the instruction and finally manage to get it working. This is exactly what I did.

1. Place the black part of the skimmer way below the water level (the lower the better) with the transparent part abt 1 inch apart
2. Turn the Black stick clock wise to open up the suction at the bottom
3. Then slowy turn the stick anti clock wise to slowly reduce the suction below
4. Naturally it will increase the suction from top
5. Adjust it until you achieve the level of suction you desire.

However only a few part of the skimmer work, means there is no water flowing in from all around the skimmer. Oni a few part of the skimmer have water flowing in. Is that normal and good enuf ?

Your filter suction power must be great enuff to bring the vail down.
