Routine WC is a must. Depending on how frequent. Good filtration is most important.

well having zero ammonia and nitrite is definitely good. not sure if zero nitrate is possible without frequent water change. also how frequent is frequent?

Maybe he means a colony of beneficial bacteria is fully established in the filter system.

and you achieve that by letting the system run for a long period of time?

few weeks to 1 - 2 months bah. That is with some fish to generate some ammonia.

But sometime I oso don't care really. I soak the new tank for a few days, then drain and fill up a few time to clean it properly. Then I will use the old media and water from old tank for this new tank. Everything is fine till today...
