lost count but should be around $2k

monthly maintenance cost, excluding the purchase of corals and livestock,
should not exceed $40. $30 on bills, $10 on expandable, additives and food.

estimate breakdown using 2nd hand mid range equipments

tank, cabinet, sump including transport- $250
lighting - $100
skimmer - $200
chiller - $200
FR with media - $100
rocks & sand - $150
salt water - $100
accessories, additives & food - $150

1.5k should be enough for a simple setup with common livestock & corals

if cost is the concern, you can test water by setting up a nano tank first
but you will have to be more caution of the water parameter

tank(2 by 1 feet) - $10
light - $40
skimmer - $80
rocks & sand - $40
salt water - $50
accessories, additives & food - $100

this will only cost 1/4 of a normal tank
no chiller nor FR

Bio system is also very important to a marine system. Best get few kg of bio home plus.

if i'm not wrong biohome plus has the same surface area/volume as normal [grey] biohome.
but IMO no manufactured biomedia can beat live rock/rubble/sand in a SW tank.
