If this happens after food most likely is not enough oxygen. My previous experience on other fish (not aro) after feed fish would start gasping for air on water surface, and after adding a strong air stone the problem got resolved. I supposed after food energy is needed to digest and thus increase oxygen intake, just like human.

I suggest you change your air pump , go get a hiblow 20.. from my exp, most likely it lack of oxygen..
