IMO, thats not true. Although it does give you a rough guide, but its not accurate. It takes in far too few factors like filtration system, tank dimensions, type of fish.
For a 1' cube, you won't go wrong sticking to just 2 fishes that won't exceed 3" in length. This is a very safe and comfortable bioload. Remember, fishes need space to swim as well as a suitable system to ensure its well being.
