correct inborn extra growth on anal fin?

My friend is getting an aro soon, but that aro has an extra growth of fin on the anal fin. if we are to cut the extra tail growth, will it grow back?
anybody experienced this before?

honest, I would leave it as it's making the aro pretty unique.

However, it looks too slim for its size. Need to pump it up

That's really unique! If you plan to cut it then I would suggest not buying it to begin with, maybe let it go to someone who can appreciate the "defect".
