He should go to more deserted spot.

I have seen many people carrying fishing rods or even fishing at spots with no fishing sign almost every time I am at mac Richie reservoir. No one ever get caught.

Authorities will probably just tell you to stop doing that on the spot. Not likely to summon you for it.

But if you choose to 'publicise' what you do, can the authorities still be lenient and act like nothing happen?
