Today my tank water have a thin layer of something like oil with brown colour particals and air bubbles floating on the top water surface...
May i know what happened??? |

If i'm not wrong, thats just a layer of organics. Bubbles and particles like brown particles(which should be wastes) could get trapped on it, nothing to worry about. I also have it on my 2ft tank.
You can either manually scoop out the top layer of water to remove it(or whenever it occurs) or you can incoporate a surface skimmer. The layer should either be removed or constantly broken up by movement on the water surface as this layer of oil inhibits gaseous exchange.

Nope. A surface skimmer basically is like an overflow box, allowing water from the surface to flow into it. Some filters come with a surface skimmer attachment or it can be bought as an add-on.

Since you already got an IOS, the overflow compartment would act as the surface skimmer.
