Default Hormonal control of fish breeding in captivity

I'm intending to start a business breeding fish that are not known to reproduce naturally in captivity. Apparently there is a chemical called ovaprim which when injected intramuscularly stimulates breeding activity in mature fish.

I was wondering if its legal in singapore for a casual hobbyist to import or if it needs a license. I would also be interested to know if any of you guys have any experience hormonal my stimulating fish to breed with ovaprim or other drugs.

Finally, does anyone know if there are any AVA licensing arrangements and paperwork to be done for setting up such a biz?
