Default white foamy foam appear on tank edge surface

hi all

may i know whats the white foam at the edge of the water surface?
currently i got 2 tanks
1 not new tank with no fish but when cycling for few days i saw white foam at the edge of the water surface near the tank or on the glass tank itself when water splashes against it
the other tank i got 2 flowerhorn which is 2x1.5x1.5
theres also white foam on the edge of the surface

it is due to the anti chlorine i add in ?

any advise

Yes, most likely due to overdose of anti chlorine.
Overdose slightly is ok but not to excessive amount.

Do partial water change better... and go easy on the anti-chlorine.
