The ray is less active and still eating.. The swollen flap is there for many weeks..

First I noticed the flap colour seem to fade, then slowly its start to swell..
And I mean really slow... That why never noticed it, till it start to swell real badly.

Now I have add pimafix and water change 30%, temp raise to 34..
Stop feeding for the time being.
Hoped everything will turn out fine..

Another option.. Can use seachem paraguard. Paraguard seems can cure many things. Hopefully can cure the cause of this swollen flaps.

i do not keep my rays with substrate..my immediate thought your ray may be sensitive to the sand.. have you tried to keep them w/out the sand.. ? this is the first time i saw something like this..

I suspect they may have some infection & may need antibiotic injection. Try asking our ray breeder bros here.
