Default aro scales

Hi all!

My red is having scale problems at the back part near the tail theres something on the scale. Is it bacterial or parasite?

I have tried salt with heater, anti bacterial and anti parasite but it still doesn't go away. Should I pull out with tweezers?

Any help or advice would be great

PLS see pictures below
