basically you need to turn on the apps and make sure the charger is connected to the phone. The detection is via the charging process. Once the apps detected no external DC available, it will send a SMS (definable) to the notify the owner there is a power failure. Once the power is back, the apps will send a SMS to notify the power is back.

Interesting bro , can share more the phone use is normal house phone ? So if use apps definitely need data when oversea .... Will incur more bill charges
