Can we fine LTA as well for poor road planning and waste taxpayers' money?

PIE (Jurong) to CTE (AMK). Last time jam. Now built a super steep slope next to TPY lor 8. Buses, Vans, lorries all need to slowly climb up the slope. More jam.

When planning that time no simulation? No ask the motorists? Who came out with the planning and who approved this work must be fine!
