Think maybe that was old policy. if the main door is fire-rated it will enable people to escape along the corridor so they are not affected by the fire inside the house.

Fire retardant insulation has to undergo proper tests and comes with an issued certificate.
- it does not burn and does not fuel the fire
- it emits minor amounts of smoke so people are not affected by the smoke

Actually many have this misconception that fire retardant material does not burn. It is actually that is does not burn as fast as other material, but it will still burn after some time. During this period, you will have a higher chance of evacuating the building safely.
