Default when to change water?

do i still need to change 10% of water once a month if all my water parameter are within acceptable range?

Just to let you know that my NSW 2ft cube (only with skimmer & PO4 FR) has to undergo at least 25L water changes every two weeks despite water parameters are within range.

for reef tank, water change is good to replace elements
but for fowlr tank, should i stick to a routine too?

Of course you got to do it unless you want your fishes to eat, poo and sleep in the same tank or rather their own "toilet bowl".
