Does it make sense to place water pump on surface to make water running for aro to swim or aro prefer steady water?

Bro, my take; no different.

I am having the top filter with the outflow at the other end plunging water back into the tank.

Creating more aeration too.

I forgot this forum mainly from Singaporean, I am sorry that I am from Malaysia. The shop i bought is not available in your country but I am sure many sifu's here very helpful and able to give you some advise or contact.

Hi Streetsmart73.
I am using canister pump and i was advised by seller to add water pump without filter to create some water flow. I asked what is benefit to plug this, according to him when Aro grow to some size (I guess going to mature), they like swim/play with water flow
Not sure this is true or his personal "kung fu".
