A mechanical filter and at the same time a Surface area to house the beneficial bacteria.

Wouldn't it become a nitrate factory?

The main purpose of the japanese mat is to provide surface area for beneficial bacteria to build colonies.
In simple terms, to provide additional living space for beneficial bacteria. More beneficial bacteria means higher efficiency of pollutants removal. Nitrate factory? A nitrate factory would be preferred over an ammonium bunker. With sufficient amount of biofilm attached on the filter media, denitrification does take place. However, the most efficient way to remove nitrate from a regular fish tank would be to do water change.
