I dunno need more clues. What the other bro suggest seems reasonable. U can get an experiencd plumber to come and see. He probably may know when he is there. But be careful of those that cooked up a story and try chop you. Another thing is, is the condo still under warranty? If due to structure defect, get them to come and dreams rectify.

I have a Friend whom encountered a similar situation. At the end he engaged a plumber and found the toilet bowl's seal was damaged. Change seal and reinstalled no more smell.
