What happens was that

Seow stood in the 1988 elections as a WP party candidate in Eunos. This was the year GRC was introduced.
During the lead up to the elections, Seow was accused of receiving funding from the US. They didn't produce any evidence against him.
So they locked him up under Internal Security Act. Seow as a former law society president and also solicitor-general.
He was released after 72 days without trial when the government could not produced any evidence to charge him.

It is also incorrect to say that he was one of the 16 arrested who were involved in the Marxist Conspiracy. The 16 did not include him.
He was arrested when he represented Patrick Seong and Teo Soh Lung as their lawyer. He was due to file a writ of habeas corpus that day.
Patrick Seong was the lawyer for some of the detainees and he was detained.
Basically, you act for the detainees, you are also detained.

Subsequently he lost in the elections by less than 1%. The result meant he will become NCMP.

Before the NCMP position can be taken up, which would have given him a voice in Parliament and immunity against law suits for speeches made in Parliament,
Francis Seow was charged with tax evasion. He left Singapore when he knew he would be incarcerated.
Subsequently, in his absence, he was convicted by the Singapore Courts.
Which means he did not " later fled to the US after being convicted of tax evasion ".

Mr Seow had died of pneumonia.

Mr Seow was appointed Solicitor-General in 1969, and subsequently became Law Society president in 1986.

He was one of the 16 individuals arrested and detained under the Internal Security Act (ISA) in 1987 as part of Operation Spectrum,
for their alleged involvement in a Marxist conspiracy against the Government.

In 1988, he was again detained under the ISA for 72 days after being accused of receiving funds from the United States to promote democracy in Singapore.

He then became part of the Workers' Party Eunos GRC team that narrowly lost to People's Action Party in the General Election that year.
He later fled to the US after being convicted of tax evasion and had remained there since.

Outlive but not receive deserving justice. Sadly, someone who wants to represent the people.

The whole thing as you shared, seems like what's happening in Malaysia now. Dirty! Guilty till proven innocent.
