Welcome to the marine hobby.

I won't really go into the basics of marine fishkeeping here as it'll make the post too long, do read up deep_end's article here to get an overall idea.

Given the eventual size of lionfish and angels(assuming large angels), I would advise no less than a 5x2x2 tank. The bigger the tank, the better it is given the adult sizes of these fish.

The total cost of setting up such a large tank is likely to set you back by at least $2k-$3k.

If your starting with a 3x2x2, I would suggest looking at dwarf angels or swallowtail angels instead as the final sizes attained by large angels is a little too big for a 3x2x2 IMO. Dwarf angels though lack in size, IMO, they do not lose out to the large angels in terms of colour. There are some colourful ones like Potter's angel, Flame angel.
Note:You may have problem mixing the dwarf angels with lionfish as they might attempt to eat the dwarf angel for food.

So far, from what I've read about the long-term care for large angels, the general consensus is towards a large aquarium(Something like 5x2x2 and above) due to the large sizes these fish attain. You should still be able to keep lionfish in a 3x2x2 if you opt for the smaller species.

If your interest is in the fish, there are also other colourful varieties to consider from the Tang family or Butterflyfish family that would do fine in a 3x2x2.

Nope, you won't need to use a chiller.

Actually if you're new you may want to read up on the equipment first. My brief foray into marine thought me the importance of a good setup.
